Of Sound Mind

Can one Man's mind be adequate to Reason when it comes to Judgment upon ordinary circumstances, like other Rational Men?  Can he uphold the Law that presumably every person who has acquired his ripe old age is of Sound Mind?  What defines a Man being Rational and of Sound Mind?

Perhaps we're living a lie and we're all consumed by complete Insanity!
